I have been using this little trick for years but never really knew why it was so effective. So, I did a little research and found out that the sclera, which is an opaque, protective, outer layer of the eye, contains collagen and elastic fiber. In children, the sclera is thinner therefore, revealing some of the underlying pigment, which causes it to appear slightly blue. In the elderly, however, fatty deposits on the sclera can make it appear slightly yellow.
My conclusion is that the blue pigmentation in a navy blue eye liner acts as a natural imitation of the effect of the slightly blue colorized scleras of younger children, causing the eye to appear brighter and whiter. Another possible reason--Whenever a blue light is cast on a blue object it appears white so maybe having the blue liner near your eye, which contains an underlying blue pigmentation, has the same effect.
Whatever the case, the navy blue eye pencil trick works, try it and let us know what you think....
